Hybrid Meeting Arrangements

This meeting will be held on a predominantly physical basis but with provision, by prior arrangement, for remote attendance by Elected Members in accordance with the provisions of the Local Government (Scotland) Act 2003.   A  limited public gallery will be available and the meeting will also be live-streamed for wider viewing and available to view at https://north-ayrshire.public-i.tv/core/portal/home.

2 Declarations of Interest

Members are requested to give notice of any declarations of interest in respect of items of business on the Agenda.

 

Submit report by the Chief Executive and Returning Officer on the outcome of the Elections to North Ayrshire Council held on Thursday 5 May 2022 and on the Declaration of Acceptance of Office by all Elected Members (copy enclosed).

 

In terms of Section 4 (1) of the Local Government etc. (Scotland) Act 1994, the Council is required to elect a Convenor from among its Councillors, to be designated as "Provost".

 

In terms of Section 4 (2) of the Local Government etc. (Scotland) Act 1994, the Council may elect a Vice-Convenor from among its Councillors, to be designated as "Depute Provost".

 

The Head of Democratic Services will report on Declarations of Acceptance of Office.

 

(a) The Chief Executive will report on those political groups to be formally recognised by the Council and (b) The Provost will seek indications of whether the party whip is to be applied to any item of business.

 

The Chief Executive will report on nominations to the positions of Leader of the Council and Depute Leader of the Council.

 

The Council is invited to consider the suite of Governance Documents which regulate the operation of Council, its committees and Officers.

 

Submit report by the Chief Executive on the Council's Scheme of Administration (copy enclosed).

 

Submit report by the Chief Executive on the Standing Orders relating to Meetings and Proceedings of the Council and Committees (copy enclosed).

 

Submit report by the Chief Executive on the Council's Scheme of Delegation to Officers (copy enclosed).

 

Submit report by the Chief Executive on other key governance documents regulating the operation of the Council and its officers (copy enclosed).

 

Submit report by Head of Service (Finance) on the Councillor remuneration levels, and to seek confirmation of those posts appointed as Senior Councillor (copy enclosed).

 

Submit report by the Chief Executive on a proposed timetable of meetings for the period from May until the end of December 2022 (copy enclosed).

 

Submit report by the Chief Executive on the appointment of Members and, there appropriate, lay representatives, to committees of the Council in line with the Scheme of Administration, including confirmation of the appointment of Chairs (and Vice Chairs, where appropriate) (copy enclosed).

 

Submit report by the Chief Executive on a number of potential appointments to outside bodies and to invite nominations to fill Elected Member positions (copy enclosed).

 

Any other items which the Provost considers to be urgent.

 

Webcasting

Please note: this meeting may be filmed for live and subsequent broadcast via the Council’s internet site.  At the start of the meeting, the Chair will confirm if all or part of the meeting is being live-streamed/webcast.

 

You should be aware that the Council is a Data Controller under the Data Protection Act 2018.  Data collected during the live-stream/webcast will be retained in accordance with the Council’s published policy, including, but not limited to, for the purpose of keeping historical records and making those records available via the Council’s internet site.

 

 Generally, the press and public seating areas will not be filmed. However, by entering the Council Chambers and using the press or public seating area, you are consenting to being filmed and consenting to the use and storage of those images and sound recordings and any information pertaining to you contained in them for webcasting or training purposes and for the purpose of keeping historical records and making those records available to the public. If you do not wish to participate in a recording, you should leave the meeting at this point.  This will constitute your revocation of consent.
