Appeals Committee(Inactive since 04/05/2017)
The Appeals Committee determines appeals by employees against disciplinary action and determines the outcomes of grievance appeals by employees, all under the Council's HR policies and procedures. Since 17 June 2015, each meeting of the committee comprises 3 Members drawn from a pool of 10 Elected Members, 4 of whom are standing Members of the Staffing and Recruitment Committee (or their named substitute). A standing Member of the Staffing and Recruitment Committee (or their named substitute) chairs the meeting.
Ardrossan and Arran Saltcoats and Stevenston Area Committee(Inactive since 01/04/2016)
Ardrossan and Arran, Saltcoats and Stevenston Area Committee covered Wards 4 and 5. Its role was to consider in a coordinated manner matters of general and specific local concern relating to service delivery, activities and functions of the Council; to promote local strategies, agreements and partnerships at a local level; to consider Traffic Regulation Orders; and to administer local grants. Audit and Scrutiny Committee(Inactive since 04/05/2017)
The Audit and Scrutiny Committee has oversight of a range of functions including the preparation of a strategy for performance review; ensuring that Chief officers establish and implement arrangements for reviewing service performance against objectives; monitoring the work of internal audit; consider matters arising from external audit; the preparation of a strategy for performance review; ensuring that Chief officers establish and implement arrangements for reviewing service performance against objectives; monitoring the work of internal audit; consider matters arising from external audit; monitoring the performance of the Council towards achieving policy objectives and priorities; reviewing the implementation of the Council Plan, Service Plan and Service Budgets; monitoring the Council's complaints procedures etc. The Committee also considers petitions and deputations received by the Council.

Ayrshire Shared Services Joint Committee(Inactive since 04/05/2017)
The Joint Committee was formed under Sections 56 and 57 of the Local Government (Scotland) Act 1973 and Section 15 of the Local Government in Scotland Act 2003 for the purposes of
regulating the shared discharge of the functions by the Constituent Authorities, namely North Ayrshire, South Ayrshire and East Ayrshire Councils. The Committee is chaired and administered on an annual rota basis between the three authorities, with North Ayrshire Council assuming responsibility in September 2016. Cabinet(Inactive since 04/05/2017)
The Cabinet is the main decision making body of the Council. It consists of 6 Members of the Labour administration each of whom holds a specific Portfolio. Meetings of the Cabinet are Chaired by the Leader of the Council. Decisions of the Cabinet may be subject of Call In to the Audit and Scrutiny Committee.
Education Appeal Committee(Inactive since 04/05/2017)
The Education Appeal Committee determines appeals by parents against a decision of the Council acting as Education Authority as to (i) the schools which their child or children should attend, in response to a placing request submitted by the parent and (ii) the exclusion of their child or children. The rules for the formal constitution and membership of Education Appeal Committees are laid down in Schedule 1A of the Education (Scotland) Act 1980 as amended. Each meeting of the committee will comprise of 3 members: one Member of Council drawn from a pool of 4 Elected Members, and two Lay Members, drawn from a pool of Lay Members.
Garnock Valley and West Kilbride Area Committee(Inactive since 01/04/2016)
Garnock Valley and West Kilbride Area Committee covered Ward 6 - Dalry and West Kilbride and Ward 7 - Kilbirnie and Beith. Its role was to consider in a coordinated manner matters of general and specific local concern relating to service delivery, activities and functions of the Council; to promote local strategies, agreements and partnerships at a local level; to consider Traffic Regulation Orders; and to administer local grants. Area Committees were removed from the Council's Scheme of Administration following implementation of Locality Partnerships. Integration Joint Board(Inactive since 04/05/2017)
"The Integration Joint Board is made up of voting members, who are either Councillors of North Ayrshire Council or non-executive Directors of NHS Ayrshire and Arran, and non-voting members made up of persons nominated by the Council, the NHS Board, third sector bodies, users, carers and other key stakeholders. The Integration Joint Board is a separate legal entity from North Ayrshire Council and NHS Ayrshire and Arran and has full autonomy and capacity to act on its own behalf. Health and Social Care functions have been delegated to the Integration Joint Board from the Council and NHS Ayrshire and Arran and the Integration Joint Board is responsible for the planning and operational management of the Services to which the delegated functions relate. Irvine Area Committee(Inactive since 01/04/2016)
Irvine Area Committee covered Ward 1 - Irvine West and Ward 2 Irvine East. Licensing Committee(Inactive since 04/05/2017)
The Licensing Committee exercises the Council's functions in connection with all licensing matters under the Civic Government (Scotland) Act; discharges functions in relation to safety in sports grounds; discharges functions relating to building standards; and oversees the exercise of all the Council's functions in relation to Parts 7 and 8 of the Antisocial Behaviour (Scotland) Act 2004.
Local Development Plan Committee(Inactive since 04/05/2017)
The Local Development Plan Committee's remit is to undertake functions relating to the preparation of the North Ayrshire Local Development Plan. Meetings of the Committee are Chaired by the Portfolio Holder for Economic Development and Regeneration.
Local Review Body(Inactive since 04/05/2017)
The Local Review Body conducts reviews in respect of the refusal of planning permission or the imposition of conditions as determined by the Solicitor to the Council in terms of the Scheme of Delegation to Officers under Section 43(a)(i) of the Town and Country Planning (Scotland) Act 1997 and the Town and Country Planning (Scheme of Delegation and Local Review Procedure) (Scotland) Regulations 2008, or where the Authorised Officer has not determined the application within 2 months of registering.
North Ayrshire Council (Planning)(Inactive since 04/05/2017)
Members of the full Council meet as a Planning Authority from time to time to consider planning applications for large-scale strategic developments which impact on Scotland as a whole or large areas thereof. These relate to energy, sustainable development, transport and waste management.
Major planning applications may also require to be referred to a full meeting of the Council (Planning) where they are significantly contrary to the Development Plan (but are otherwise considered by the Planning Committee).
Meetings of the Council (Planning) include a mandatory pre-determination hearing. Such applications may also be called in and determined by Scottish Ministers.

North Coast Area Committee covered Ward 8 - North Coast and Cumbraes. Its role was to consider in a coordinated manner matters of general and specific local concern relating to service delivery, activities and functions of the Council; to promote local strategies, agreements and partnerships at a local level; to consider Traffic Regulation Orders; and to administer local grants. Area Committees were removed from the Council's Scheme of Administration following implementation of Locality Partnerships. The Planning Committee discharges the Council's functions as Planning Authority in relation to the Town and Country Planning (Scotland) Act 1997 and other relevant statutes.

Shadow Integration Board(Inactive since 01/04/2015)
The Shadow Integration Board (and its predecessor the Transitional Integration Board) is a joint committee of North Ayrshire Council and NHS Ayrshire and Arran. The Board’s key remit will be to establish a Shadow Health and Social Care Partnership for the area, to direct workstreams required for this and to define transition arrangements, including the removal of the current Community Health Partnership (CHP) structure.
Staffing and Recruitment Committee(Inactive since 04/05/2017)
The Staffing and Recruitment Committee considers arrangements for the selection and recruitment of Chief Officers of the Council and also applications from employees for early retirement under the Council's HR policies and procedures.
The Committee comprises 4 Members of the Council, namely 2 Administration Members and 2 from the Main Opposition Group. The Cabinet Member holding the relevant service portfolio relating to a particular Chief Officer appointment is also a member of the Committee for business relating to that appointment only.
Each of the four standing members of the Committee will have a named substitute who may attend meetings in their place when necessary.
